Pan GSE Merit-Based Scholarships

Penn GSE Merit Scholarships provide partial tuition support to full-time students in their first year of study at the master’s level. The school strives to support as many qualified candidates as possible, currently offering scholarships to approximately 75% of incoming master’s students. These Penn GSE scholarships are awarded to both domestic and international students, and there is no application required.

All scholarships are based on merit as demonstrated by the strength of your application. Awards are made by academic divisions at the time of application review and are based on the academic merit of the applicant for admission. Awards are notified at the time of admission in an acceptance letter. Scholarships are not taxable and do not require a service component. Scholarships are distributed equally between the fall and spring semesters only.

Need-based assistance

Penn GSE offers US citizens and permanent residents the opportunity to apply for need-based scholarships by completing a survey in the application for admission. To be considered for this scholarship, students must be applying for full-time study in an eligible master’s program*.

Need-based scholarships are evaluated independently of merit-based scholarships and may be combined with other awards up to the cost of tuition. Need-based scholarships will provide partial tuition support. Applicants will be evaluated for need-based scholarships at the time of application and will be notified of their eligibility in a decision letter at the time of admission.

*Executive-style programs are not eligible for need-based aid except for school and mental health counseling programs.

Dean’s Fellowship: The Power of Possibility

Penn GSE is deeply committed to fostering a diverse community of scholars and expanding educational access for all students. To that end, Penn GSE offers a number of our incoming master’s students the Dean’s Fellowship: Power of Possibility, with a special focus on students from diverse backgrounds and underrepresented communities. or underserved.

Students will be automatically considered for these prestigious half-tuition awards at the time of application review. There is no additional application process. Domestic and international full-time master’s applicants to our traditional (ie non-executive) programs will be considered for this fellowship. Applicants must apply by the program’s priority deadline to be considered for this award.

Fellowship recipients will be notified of their award at the time of notification of admission. Note that consideration for this fellowship is independent of other merit-based and need-based awards and may be combined with other awards up to the cost of tuition.

Graduate Assistantships

Graduate Assistants (GAs) are student workers who provide academically relevant services such as supervised participation in faculty research projects, teaching support, outreach activities, admissions recruitment, student affairs, and other activities at Penn GSE. GAs are offered positions with a fixed number and hourly wage.

These positions are available for domestic and international students. Students admitted to a program offering GA will receive an invitation to apply in their admission letter. Participating programs conduct the GA hiring process independently of admissions and scholarship decisions, and students placed as GAs will be notified by their program.

*Please note that for higher education M.S.Ed students. the program, the Graduate Assistantship process is conducted separately.

Dean’s Scholarship

Penn GSE offers a Dean’s Scholarship in the amount of $10,000 to a select group of incoming master’s applicants. Awards will be made on the basis of merit assessed during the faculty review of the admissions application.

These scholarships are available for both domestic and international students. Applicants should apply for consideration by their preferred program deadline. The Dean’s Scholarship may be combined with other Penn GSE scholarship offers. Dean’s scholarship decisions will be made at the time of admission. Please note: The Dean’s Scholarship is not available to applicants in Executive Format programs.

Scholarships for Fulbright Fellows

All master’s students enrolled at Penn GSE who has been offered a Fulbright Fellowship for their graduate degree will be awarded a $25,000 scholarship. This scholarship may be combined with funding from Fulbright-affiliated organizations. Fulbright award recipients must verify their identity on the graduate application.

Applicants from Malawi

Through the generosity of the JBJ Foundation, Penn GSE is able to offer a full scholarship to one master’s student from Malawi each year. The award will cover all tuition and fees, and provide a living stipend, round-trip airfare to and from Philadelphia, and additional internship funding. All Malawian Master’s applications for this scholarship will be automatically considered upon review for admission consideration.

Applicants from the UK

The Thouron Award is a graduate exchange program between the UK and the University of Pennsylvania that awards scholarships for postgraduate study abroad. Applicants must be British citizens ordinarily resident in the U.K., have attended U.K. secondary schools, and be graduates (by the summer following their applications) of a U.K. university. Students who receive a Thorne Award may use it for any GSE program, except executive format programs
